At Oweis Engineering Inc. (OEI) we have assembled an impressive team of expert professionals dedicated to providing Geotechnical Engineering services to all types of civil construction projects. Our core service is Geotechnical Engineering. In addition, we provide comprehensive services in geo-environmental and environmental engineering.

OEI is a Woman Owned Business Enterprise (WBE) and a Small Business Enterprise (SBE), having certifications with most Federal and States of New York and New Jersey agencies. We have steadily grown since our inception in 2004 with exceptional skill and talents which are essential to delivering high-quality projects in a cost-effective manner - regardless of size, scope and complexity.

Our Key Staff

Luma J. Oweis, P.E., President

Luma Oweis is the President of Oweis Engineering Inc., which specializes in geotechnical and geo-environmental engineering. Luma earned her Bachelor of Science Degree and Master of Science degree from Rutgers University College of Engineering and has been working in the industry for about 20years. She is a licensed professional engineer in New Jersey, New York, Pennsylvania, Connecticut and Maryland. Luma has broad experience in a variety of geotechnical areas including subsurface explorations, geotechnical instrumentation and monitoring, construction quality control and quality assurance, retaining wall foundation design, shallow and deep geotechnical foundation design, brownfield development, landfills and other geotechnical areas. She has a broad experience on a variety of projects in the commercial, residential, industrial and transportation arena.

Issa S. Oweis, Ph.D., P.E., Chief Engineer

Dr. Oweis is the chief engineer of OEI. He has over 40 years of diversified experience that spans geotechnical engineering and environmental geotechnology, soil structure interaction, earthquake engineering, soil dynamics, expert witness and value engineering. Dr. Oweis has extensive teaching experience and has authored/co-authored over 50 papers in trade and professional journals, including the NAVDAC Design Manual DM-7,” which is widely used in the US and worldwide. Dr. Oweis has a doctorate degree in geotechnical engineering from the University of Texas at Austin, and is renowned for his technical excellence throughout the Metropolitan NY/NJ area.

James Malak, P.E., Project Manager

Mr. Malak has a Masters Degree in Geotechnical Engineering from Rutgers University and over 17 years of experience in the field of geotechnical engineering. He has a broad range of experience that includes foundation and retaining wall analyses, underpinning, design of industrial and highway pavements, analyses of seismic bedrock motions, foundation stiffness, liquefaction, slope stability, providing geotechnical recommendations and construction support for transportation and building projects, utilities, and rock slope mitigation. He is licensed as a Professional Engineer in NY, NJ, and MD and has provided these services for numerous public and private clients throughout New York, New Jersey, Connecticut, and Pennsylvania.
